The seed allows a different encryption on each record if desired. This is a seed to the VFP random-number generator. AFAIK most integer values work fairly well. A primary key (perhaps modified in some non-obvious way) should work.

I think you are encoding a string which relates to a user. In that case using something unique (and unchanging) about that user as a seed might be a good strategy.
