As far as I know what is at msdn.microsoft.com/vfoxpro is just a Merge Module, not a 'Package and Deployment' wizard.

To actually make the setup there is a 'build' that you make which creates a .msi file, which is the install. Depending upon the type of 'build' you select to make it can also include the windows installer in the 'output' directory too, which I recommend doing - particlulary if your app is being distributed to people with older machines - just in case they don't have the windows installer on the machine yet.
