My experience is that if the interface for the COM object does not change, everything runs fine after a rebuild and no reinstall is necessary. However, if the interface changes (add/delete Public methods or properties), then the component needs to be deleted and reinstalled. This makes some sense I suppose - MTS needs to know the interface to handle requests properly.
