There's no single API call to do this, as there are distinct mechanisms required for different platforms. There are ActiveX components that implement support for more than one platform; the WshKit automation object from Windows Script Host Programmer's Reference published by WROX Press does this; it was mentioned in a recent article in Windows NT Systems magazine, and may be available through their web site www.ntsystems.com - I don't know if this is the case, but it's worth checking.
