There are lots of ways - the FFC provides mechanisms to access URLs directly. The Shell.Application object can launch a browser on a specific page with it's Open method. ShellExecute() can launch a URL with the default browser. You can launch a browser with a URL specified through the RUN command. The WebBrowser ActiveX control can launch an instance of the browser within your forms. And the list goes on and on from there.
