I've gotten several similar nondescriptive Outlook OLE errors while working out the proper syntax for Outlook automation. In almost every case it was something like a data type mismatch, a missing parameter, or something like that.
You say "when working with Outlook". Do you mean something that normally works that sometimes gives this error, or you're getting this error as you are developming something new with Outlook?
BTW, I did a quick search at microsoft and found that error code in SQL-Transact Automation listed as "data mismatch". I'd look carefully at parameters of the routines you're calling.
