I would recommend the dBest Barcode Font Library which may be purchased from Hallogram (I believe advertised on this site). They come as True Type Fonts for Windows which you would install as you would any other font. More importantly, there is also included plenty of Fox code for handling the fonts.

Be aware that there are a number of different bar code standards (fonts) that are interpreted different ways. You will want your client to be specific about which barcode they or their industry commonly uses.
