In case anyone is interested, we found the problem.

A form in a sub-classin our framework had the VFP toolbars set to 2. When we reset it to 0, the problems went away. As a further test, we went to the pure VFP test forms, set the toolbars to 2 and the problem occurred.

Does this qualify as a bug, or is this another feature?
