I don't know what question I thought I was answering up above, but I stand by my statement -- sort of. :-)
The PJM is generated by VFP as soon as you add a project to VSS. Even if you're the only user, you get this file.
Assuming that you're working with Fox's SCC integration, if you have multiple developers, you need to select "Allow Multiple Checkouts" to correctly work with the PJM. If you are manually checking files in and out through the SourceSafe Explorer, all bets are off. :-)
If I recall correctly (and I'm testing it now...) VFP will not allow you to check out a binary file (VCX, SCX, etc.) if someone else has it checked out, even with Multiple Checkouts enabled.
