Michel seems to oblige people who request their own flags without inquiring into the actual sovereignty of their political entity. Some of these people live in U.S. territories. However, if people from 50 U.S. states and 12 Canadian provinces and territories start demanding their own flags, Michel might just tell us all to get stuffed. On a similar note, he has wisely avoided the "Quebec libre" debate that flares up here occasionally.

Residents of the original thirteen colonies or Texas (former sovereign states) might have a marginally better claim to a flag, provided they would fly the original one, possibly the rattlesnake flag that said "Don't tread on me". :)
