I wouldn't. Throughout history many countries have been ruled by other countries.
Think of it from a travelling point of view. You would travel to London, England or Edinburgh, Scotland not London, England, United Kingdom or Edinburgh, Scotland, United Kingdom. Plus, Scotland just got its own parliament.
