I've successfully used Web Connection with Website and Windows 95. Do you have MS Personal Web Server? You can get that at Microsoft's web site. I don't believe Web Connection reqires NT and DCOM as I have run it for a year on Win95 using Website.

1. What version of Web Connection are you running?
2. Did you use the SetUp.exe utility that comes with Web Connection?
3. Website is not an ISAPI server so you have to use the wwcgi.exe or wc.exe files in your form calls.
