You can use the MSCOMM32.OCX ActiveX conrol to monitor the serial port; it's a low-level port driver, with no concpet of file, packet or the like.

If the primary focus of the application is serial comm and message distribution, VFP is (IMO) a poor choice of development platform - C or VB world offer significant advantages.
