Its the 32 to 16 bit translation layer in Win 3.1 that attempts to
allow some 32 bit windows applicatons to run under windows
3.1.
In my experience, it is foolish to run a program designed for
32 bits in Windows 3.1. I have tried the exact same VFP
application on the very same computer using Windows 3.1
and Windows 95 and the program running in Windows 95
