If you are just wanting remote access, you can grab an NT Workstation or Server from the internet by using Net use. I map drives to my NT workstation and my webhosting server all the time from the back side of a firewall across the internet.
Net use j: /delete /y
net use j: \\111.111.111.111\d$ /user:imauser thisismypassword
or
net use j: \\www.mydomain.com\d$
Note this is straight forward when using NT workstation or W2k as a workstation accessing another like platform or server. With '98 you have to setup a host file, which is a major pain in the podex! I have some info on this if this is what you are after. Otherwise, as for IIS, yes you can set up a virtual directory on the Server or another machine that your server can talk to. As for '98 and PWS - I wouldn't even play with that.
