I have a non-modal form with a command button which opens a second form (the second is modal). From the EXE, my users are reporting that from time to time, the modal form is opened Behind the non-modal form, and they cannot bring the other on top. The only way to deal with it is to use the hotkey for the close button of the modal form.

I cannot seem to reproduce this functionality on my development machine. Any ideas?
