I really think so. Don't forget that Access is build to help end user and non-programmer build some small applications. VB is a real programming language (just like VFP/Delphi and others).

Yes there are wizards to build forms in VB. I never seen wizards for Reports (If you want my advise, don't use the DataReports that comes with VB. You better stay with Access reports, or Crystal Reports, or Active Reports, ...). In order to use Access reports from VB, users will need to have Access installed on there computer and Access have to run. You can hide menus and the like but definitely Access will run.

There is a commercial product called Access to VB (http://www.accesstovb.com/) which I never used.
