It'as not a single document - there are literally dozens of .CHM files involved in the SDK docs, and there's no single point of reference to go to to find all the things that make up the Platform SDK, much less the other APIs available. I end up plowing through the overall Index to find what I need most of the time.

There are literally well over a thousand entries in the MSDN related to API calls. If you want to start from the Contents tab, the Platform SDK and SDK Documentation tabs on the main list are two basic starting points. You'd be much better off investing in a book that shows the basic functionality available and then using the MSDN as a reference. Without some perspective on what you need to do and how the SDK works, it's not terribly useful.
