Don't want to beat a dead horse here, but the Miami conference is the official MS DevCon and NO is not but will be just as supported by MS as the Miami conference. Pros and cons as far as I can tell:

Miami: Official DevCon, possible VFP 7.0 preview or beta. Good location; Topless beaches 1-2 miles away.

New Orleans: Supported DevCon, cross-fertilization with SQL and Office/VBA DevCons. VUE testing center at the conference to take VFP or any other MS cert tests.
