It sounds like there is a MODIFY WINDOW SCREEN MAXIMIZE command somewhere inside a conditional in an Activate, but I assume you have already looked for that, so I have an alternative workaround suggestion:

I had complaints from users that my screens covered the task bar - of course this was because they wanted so much on one scren. I had them set the task bar properties to Auto-Hide AND Always on Top, which sounds like a contradiction, but works. When their mouse cursor goes to the bottom of the screen, the Task Bar Appears.

This works for 98 and NT. I think it works on 95 too.
