No VFP6 is not needed. AFAIK win98, w2k and any installation of IE4 and up has it (not optional). I was just reading Ed Rauh's entry about it in FAQ and he says help files are (not only WSH but shell as well as I understand):
MSDN: VBSCRIP5.CHM, JSCRIPT5.CHM, WSH.CHM, SHELLCC.CHM
I haven't checked them yet and vblr6.chm was the one I found (Instalss with VB installation AFAIK).
