You missed the whole idea of defense system.
One reason of it was to intercept a missile but the main reason was the technology it will produce from such a project which should resemble the Moon project and laser and other technologies were suppose to be a main part of it.
Unfortunatly many politicians did not have a clue.
Do you know that Russians were invited to participate in this Science driver project in 1980 but they wrongly refused.
