If this is what I think it is, the Czar LTL rating engine stuff, the DLL environment is not a simple copy into place and it works. If it works on the same system under the developer edition and doesn't work ON THE SAME SYSTEM under the runtime, you have a problem, but negative numbers usually trap out to problems in one of the configuration table references for the Czar engine (at least it did when I last wrote code to use it in CM a year and a half ago.)

The Czar docs were pretty good, but definitely were C programmer oriented. Configuration for the carrier is a matter of having the reight records in a master table, and pointing to the table. It's been a long time since I dealt in detail with them.
