While I personally agree with Mark about multiple logins being a major PITA, this is a decision that should be made by your client. He knows his endusers and their capablities, as well as how much chance there is of damage if an unauthorized user gets into some of the forms. He is also the person who will take the flack from users who are entering their logins 50 times per hour. They may end up opeing all the forms and leaving them open or find other ways of manipulating the system.
And finally, if the forms need this level of security, what about a user opening a form and leaving the computer. The form is now open to anyone around. I think you need to work with your client/boss to define how the security should work.
