If you have an MSDN Library subscription, you might try the Subscriber Download Web Site, but you'd have to grab a whole lot more than just the FOXHELP.CHM

Why do you have the Developer version on your system without the .CHM? It comes with VFP 6 standalone and in the Visual Studio distribution set as well.
