Before and after VFP6SP3, I have been able to print to HPs with the HP drivers, no problem.... just to let you know it is possible. This is with Win9x and NT4 clients.

A few things:
1) Are you sure the clients installed SP3? Did they reboot after the install?
2) Delete the printer drivers (and remove the files) and reinstall with MS ones. Ensure that they have deleted the old drivers

After that, my only thought is that the OS install might be bad.
