Under NT, install it to the AllUsers menu; each userid will have their own set of keys stored under the HKEY_CURRENT_USER in effect when they're logged in.

Win9x requires that you enable profiles to have users each have their own HKEY_CURRENT_USER registry hive, and you'll need to duplicate shortcuts for each user;'s start menu and desktop, because there is no ALlUsers start menu or desktop in Win9x.
