SInce only one developer can be running on a machine at any given moment, 1 license per system where the VFP Development environment is installed is the correct requirement. As noted, the developer registry keys live under HKEY_CURRENT_USER, so as long as each logs in distinctly and user profile are enabled under Win9x, it'll sort itself out.
