If you have an Internet connection available, simply invoking the Navigate method to go to a URL should autodial if you've enabled automatic connection; in fact, invoking navigate will force the proxy to connect using ICS (if I don't have a live connection to the Internet, and I go to a system that uses the ICS proxy to connect, it forces the ICS proxy box to make a connection for it...)
