NT or Windows95 workstations can run a program pre-login by placing the program name in the registry under:
HKEY-LOCAL MACHINE.SOFTWARE.MICROSOFT.WINDOWS.CURRENTVERSION.RUNSERVICES
This does not require any special server service, only a registry entry in the workstation.
