Whenever you have more than one table (or a subset of a single table) it is simplest to make a report cursor containing a record for every detail entry, ordering it by the different groups in the report.
Because it is a cursor, it doesn't matter if the table is normalized. Every record can contain data from both Parent and Child tables (as well as lookup tables if desired). Run the report from this cursor and there needn't be any problems with relations, indexes, or filters.
