From the MM Developer's guide:

2. The Data Environment Level - By default, data environments use the application-level setting to determine whether to use local or remote data. However, in the Business Object Builder, if you click the "Go to Next Page" button (->) you'll see a "Use Local Data Override" combobox. This combobox allows you to specify that, regardless of the application-level setting, all views in the data environment use either local or remote data.
