I am battling the same thing. Worked great in VFP 5.0 and has problems with VFP 6.0. I experience the same thing can be several minutes to shut-down.

We already control the foreground and background memory and has not solved the problem. It does seem to be data buffering specific as Ed has suggested but have been unable to solve at this point. When users don't perform functions that require transaction handling shut-down time seems un-affected.

We had also installed new machines for all users so was not sure exactly where to point the finger. Your confirmation of the problem will lead me to look more closely at VFP now.
