Well, can't say I blame you too much, but you know, once you check it off, you won't see it again in any subsequent sessions, so you're sort of battling yourself on this one. Like, how long can you stand to see the popup in defending your principles? <s>
As far as policy, I would say it all depends on the criticalness of the survey - if it's critical information to the webmaster, then I don't see how else it can be done other than a nagging popup or something similar. But if it's just informational, I agree then it should just be an option. I'm not sure which one this is...
