Prior to VFP 6.0 (when the quiz was written) Fox ignored everything on an IF line after the first things that wasn't in a correct syntax and treated it like an inline comment. In VFP before 6.0, the correct answer is 1 because the second part of the expression was never checked. In VFP 6.0 and later it errors as you said.
