There needs to be a least an internal speaker.
I have no problem making it work under VFP, so it sounds like a hardware issue.
Try
SET BELL TO
SET BELL ON
?? chr(7)

(Notice the ?? rather than ?, the ? actually prints a line feed on the screen which you can't see)
