Don't know a phone number. Were you already an MCP? I'm new, and I just used the MCP ID# and password that were in the MCP email. I first had to set up a Microsoft Online ID, which led to a deadend "cannot display this page". Then went back and tried "If you have previously entered the MCP secured site...". It let me in with the MCP ID and password.

The next time I went there, in a different browser session, it asked for the Online ID and password that I created in the first step (the step that seemed to fail). It worked.
