Forms can have Scrollbars, too - just drop image controls on them andscroll to your heart's content. In fact, a Window is a special case of a form, and Windows can have scrollbars, too. Create a Window with scrollbars, drop in images, and you're set. Or what about pointing a WebBrowser control to a folder?
