msdn.microsoft.com/library take you to the complete on-line MSDN information - the Platform SDK is the principle source for the Win32API. It's is not downloadable - you can order an MSDN library subscription and get the whole thing (3 CDs or a DVD; the DVD has extra content, updated quarterly).
