I thought so too, until I had some time last friday to check it out.

Opening port 7000 to TCP traffic was all I did to enable UT chat.

(to answer the original question though: yes, if you are browsing UT through a web-proxy then chat probably won't work without some config modification. Most likely the web-proxy does ONLY web-related service, and the TCP(7000) protocol will have to be configured/allowed on the firewall)
