The ones specifically for VFP that I can think of right away are Stonefield Reports and FoxFire! Both have a UI so users can create their own reports. They work because you [the developer] put the work in up front. Just do not expect to deploy anything in one day. There is a learning curve and you will have to define just about everything up front which will take some time.
