When you run setup wizard it creates an stf file. You can edit that file and find the line that pertains to the POST EXECUTABLE:
Post Setup Executable CustomAction """wizset32.dll"", ""ExecutePostSetupCommand"", ""SYSLOAD.EXE"""
and edit it to add the parameter that you want. It may be a cludge, but you can experiment with the stf file to see if you can get it to do what you want.
