I hooked-up speakers to my system (to the output of the on-board sound device). By default, ?? chr(7) played the wave file assigned in the Default Beep event of the system's Sounds settings. If I do a
SET BELL TO "aaa",0 && aaa is a non-existant file
and then a ?? chr(7), I hear the system's Default Beep.
If I set the system's Default Beep to none and then load VFP and try a ?? chr(7), I get silence. If I then do a
SET BELL TO "aaa",0 && aaa is a non-existant file
and then a ?? chr(7), I hear the internal speaker beep.
Anyways, just reporting some of my findings.

>On my systems under both Win98 and WinNT, the bell sound plays through the Windows sound device, not the internal speaker.
