Cannot resolve backlink with remote view @ remote sites

Colin,

I am physically located in Washington, DC and the 1 remote site is also located in DC while the other remote site is located in Chicago. The connection between where I am located and the other DC site is through a 128K line through MCI. The other remote site is located in Chicago and is connected through a 384K line that also goes through MCI. Here at the main building we have multiple T1 lines going out.

The remote sites occasionally have performance problems when accessing the outside world. As you can see with the times returned from the ping of the sites that communication is not that bad. Is "Cannot resolve backlink" a message that I would receive if communication between sites is poor.
