We put the information into a memo field in a lookup table. Then just print that field like any other. Of course the text field on the report is set to 'stretch with overflow' an it 'floats' at the bottom of the page.

In our case we have a single table with 10 memo fields each with a different chunk of boilerplate text. We just call the one we want for a specific report
