Well, I had a couple of clients with similar problems... over the phone with them, I went over updating their 2.6 to 2.6a (which I guess you don't have to do), then installing the PATCH_26 update. Both worked after that.

This is a real long shot, but if you have any removable drives in your system (e.g. CD-ROM, CD-RW, Zip drive, etc.) try the startup again with media in all the drives. Doesn't matter which media (except that CD-ROM should be a CD-ROM, not a music CD). Depending on how the app was originally created, it might still be trying to reference a drive that existed on the developer's machine, that it can't now find on your new machine.
