It doesn't, and it doesn't make sense for everything to run in a browser... Sure, it makes sense for almost every application if it can make use of a web server, for example, to get product related information or to get an update, but the actual interface must not be in a web browser.

Setting up a web browser in a local network is not easy for the average user, they need a consultant to do this and that person costs money. Also, many smaller companies still have peer-to-peer networks without need for an intranet with IIS, etc. Not everything must be done via the internet. Suppose, I've a POS system used by cashiers in a store. Why should it make sense to access this application via the web?

Finally, there are still many countries were accessing the internet is paid by minute or is really slow. If the application REQUIRES internet access this is definitely a K.O criteria for this application.
