JK,
1) When have you known the US Govt to make decisions based on common sense. I think typically, the decision is based on who's yelling the loudest and has the largest lobbying group.
2) The scariest part of this whole thing to me, is that I doubt the people making the decisions in this case are that knowledgable on the subject.
Because of (2) I think anything can come down as the decision. I don't think the decision makers are aware of how far we've come in the area of data processing in the last 10 yrs, and at least some of that is due to MS.
