"You need to clean up the database" is a different message. This is telling you that the RI builder wants you to pack your database before it can do its thing (why, I don't know; we all know how to deal with deleted records, but apparently the author of the RI builder had a problem with that). Close your database, reopen it EXCLUSIVE, then choose the Cleanup item from the Database menu.
