Purely a SWAG, but if both of these machines are running original Win95 or Win95a, there are known issues with some required Shell components involved in some required Win95 patches for the original Hebrew distribution that can only be addressed by installing either one of the Hebrew OSR2 distributions or Win98; these problems in part are demonstrable by being unable to install DCOM components either from the DCOM95 v1.3 or DCOM98 redistributions. The only solutions involve an OS upgrade which is not free.
